Try this:
Access menu service by press on your command, with your TV OFF:

INFO + MENU + MUTE + POWER ON

Then you should get access to Service Menu.

The last item says: RESET

This will do a reset to the TV.

Make no harm.

WARNING: If when on service menu you feel tempted to "screw" on anything FIRST take note on ALL you change! You can compromise the TV ...

SOURCE: my samsung 40

This tv has issues with 4 capacitors. These caps can be replaced for about $10. They are located at the top right corner of the power supply. They will read 10v,1000uF. I had the same problem, then I replaced them wit 16v,1000uF capacitors. And presto tv!

Sound like one of two things: A test screen, or a broken TV. More likely than not, your television is broken. Try hitting TV/Video on your remote, and if that doesn't work, power the TV off, unplug it, and plug it back in. If none of the works, it's time to call a repair man.

Take a DMM put it in resistance mode to measure upto 1K Ohms and check the resistance across C5515, C5502, C5504, C5507 (LOW BOARD), Then check C5415, C5402, C5411, C5404 (UP BOARD). The defective board is the one that will have around 100 ohms or less across these capacitors.

You have bad capacitors on the Power supply board. I have included a picture of what they look like. It's not an expensive repair. This pix is not your board, just what the capacitors will look like.

Thats Samsung for you. They are designed to last just right outside the warranty then fail. Typically the LCD panels are bad, and they are the most expensive part on that Korean unit.
