You may have failing power supply or inverter circuits, or worst, the lamp asemblies.
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

I just installed Windows 7 on my Dell Dimension 3000. Everything is OK except I can't changed the resolution on my 1720FP monitor!

try to download the latest version of your video card driver installation. it is due to the incompatibility between the OS and your driver version of your video card.

I had this problem once. Turned out to be the VGA plug connecting to the computer. Make sure this is inserted at the computer properly. Wiggle the plug and see if that effects the monitor display. If it does, then replace the VGA lead. Also check that your video card is inserted properly and go into the BIOS on your computer and make sure that the onboard Video chip is disabled (if your motherboard has one). If all this doesnt correct the fault, try uninstalling and installing the video driver again. If you are still having problems you may have a faulty video card.

Everything on it works except there is no picture i put new video card in it and the monitor is good

Does it have an onboard vga output ?
Have you defaulted the BIOS or done a BIOS clear via say a motherboard jumper ?
Have you unplugged all other items e.g. HDD's and other PCI cards etc from motherboard AND power supply ?

Installed new Power Supply now monitors won't work

did you plug the power connector directly into the video card?

No display

Try swaping your memory with a known good stick of ram.
Are you sure your monitor is good? Video cables?
Try changing (if pci) slots when installing video card.
Other than these 3 things the only pretty sure thing is; sorry, mother board or cpu.

Flickering games red jumpy video

Do you have the latest version of direct x installed? Direct x sometimes can cause problems with games using 3d acceleration, as some versions of direct x are not fully compatible with the video card and/or the video card drivers.
