Try booting the machine from scratch - as you are waiting for it to boot - tap the DELETE button. I think you may have a bad operating system that got corrupted.
If you can get the machine to go into DOS by - starting the machine and tapping DELETE - [ this does NOT delete anything it is just the process for getting into DOS ]
then once in dos - set the date and time correctly and try to reboot. If the machine doesn't reboot - then try putting the operating system back on your pc. It is an older machine and may need professional hands on work on it. With no fan - it may be just that - the fan is bad- I am replacing one for a customer this week.
Download the repair manual from DELL and read - you will see more that needs attention. My best advice due to the age of your laptop is take it to a professional right away - don't make it any worse than it is.
