Question about Ovens
As strange as this sounds the trouble is most likely with the ignitor.
Ignitors can get weak, they will glow but the resistance gets high enough that it will not let enough power go to open the gas valve. I see this all the time and am confident that replacing the ignitor will take care of the issue.

Make sure that the oven burner is clean near the ignitor and there are no blocked gas vents.. THere has to be gas flowing over the ignitor for the oven to light. Also, check the positioning of the ignitor relative to the burner. It's also possible that the ignitor is not getting hot enough.
