check if your webcam driver is installed by typing "webcam" on the search field at the start button, if the Control Panel "view devices and printers' popped up among the auto-result that means the webcam is installed but is not working.if nothing showed up, that means your webcam driver might not be defaultly installed when you got the system and you need to install it.

Make sure that your laptop actually has a camera built in. Some models don't have a webcam. Other than that, you may need to turn it on via a switch (but I doubt there is such a thing) or last resort is to see in BIOS if there is a setting to turn on the webcam (doubt it also).
Dell Vostro 1015 having an Internal Webcam. Driver should be with the Chipset CD. If you have the Cd which comes with Laptop search in that. If not then Please visit the Dell official website to download the latest driver for your OS.
