When a computer starts up it runs Power On Self Tests (POST). When it finds a problem and can not continue it beeps out a code of long and/or short beeps. Run a web search for beep error code or POST beep errors. Most likly issues are memory or a video card that is not fully seated / making contact.

one of your ports is not working or your ram is not seated. thus beeping. On mine once I seated my ram the beeping stopped and I could continue.. If you say there is no signal to the monitor maybe the video card is bad. do you have a spare to throw in and try. Then hook it to the internet, either with an ethernet or wireless adapter and have it find your driver and maybe that will work.
