This is an issue with the permission set for a particular program so what you can do is right click on the file or a program that you are trying to access then click on properties and under the security tab you will see Group and user names and below that u will see permissions so click on the advance option select the user and then click on edit and then click on the box that says full control and then click on apply ok .Also click on add and then type in everyone and give full control .You can al so create a differnet user account as an administrator ...
