Question about Casio Exilim EX-V7 Digital Camera
I have three of these camera's that say the samething. I called Casio directly and asked them about this error they told me that the image stabilazer was part of the lens and that it has gotten damaged. And the lens needed to be replaced. You might beable to get lucky and find one off of ebay with a good lens and beable to replace it that way. good luck and I hope this helps.

do not buy casio. it is really bad. my exilim was saying the same message. they gave mr another one at futur shop, and that one says the same thing: CMERA STABILIZER IS NOT AVAILABLE.
FUtur shop should give me my money back.

SOURCE: camera stabilizer not available
You should update a firmware to new version 1.03 / download from Casio site / . It will allow You to take pictures without camera stabiliser.
This problem with camera stabiliser needs lens alignement in authorized service.

check menu options is reasonable and first solutions. maybe is stabilizer turned off and you got the message. read the camera manual carefully, there is described how to turn on and turn off stabilizer. in manual, troubleshooting chapter has many solutions for camera and try to find one for stabilizer.
if all this can't help you go to service, something is wrong with camera software.
