Question about Toshiba Televison & Video
the issue could be a poor connection between the tv and the wallsocket? antenna? what kind of antenna or tv system are you using?
If you are using a long extension cable for the tv antenna, you might need a signal amplifier to compensate for the long path of the cable.
also make sure that all the cables are properly connected at each end, use as short antenna cable as possible.
if you have a indoor antenna, move it around until you receive proper signal.
