If the battery is new and proven to be a good battery, then the problem has something to do with either the small components (i.e. capacitors, resistors, or fuse) or the software. It could have a corrupted software or busted components inside.
Unfortunately, this kind of problem should be taken care of the manufacturer, specially if the PDA is still under the warranty period.
The manufacturer has the complete components for replacement, and they need to upgrade the firmware of your PDA as well, and that should work correctly.
