Software makers will typically allow reinstalls on your hard drive without problems. Is the hard drive brand new? If you "re-installed" your hard drive, do you mean you replaced it or just moved it?
You may have to completely uninstall the previous installation before beginning a new installation. If this does not work, please provide more information regarding your troubleshooting steps already taken.
