You have 2 problems with several possible causes:
You have 10-year-old electric water heater that was reinstalled after falling down, and doesn't heat the water.
And you have no hot or cold water pressure, and no pipes are leaking.

1) First problem is lack of water pressure throughout house.
Turn on outdoor spigot nearest to water meter.
This spigot will tell you if problem is inside the house or between the house and meter.
If spigot runs full force, then you probably have clogged pipe where water heater connects to main cold line, or the main shut off valve got clogged with sediment that broke off inside the pipe when you were working on water heater.
Open and close shut off valve to see if that helps. Then disassemble pipes and track back the problem. Put pressure gauge on water heater drain valve to watch pressure drop when turning on indoor faucet.
Read following information:

Water heater doesn't work:
Test across wires at top of heater to see if you are getting correct voltage:
If tank is receiving correct voltage, then no hot water puts suspicion on upper element or upper thermostat, or both.

This heater is designed to work with LP gas. You will need a regulator from the tank to the heater set at 11"wc .that's standard for any LP gas system. Your existing piping system should have a regulator already outside of your house before the gas inters your home .If it does not then you will have to install one. The regulator can be inside but you will have to run a vent line in copper from the regulators vent to the outside of your house.

Hope this helps ......

It sounds like you need to replace it, Actual cost can very widrly depending on your location but I would say $350-400 is probably close. Plus installation unless you can do it yourself. Hope this helps. Thanks

I would definately go with the manual. I am a warranty station for hayward, and if there is a low gas pressure problem and the meter or line is not sized properly, we will make you remedy that before we can proceed further. Of course that is if there is a gas pressure problem. For me, in this case, bigger is always better. I always suggest 1.25" gas lines. But, i also work in an area where all the supplies are natural gas. Poly Pipe or yellow pipe with a tracer wire is standard material in the area I am in. I do believe when you look at the manual, it will say MINIMUM SIZE. In the end, i would insist at least having the minimum recommended gas line installed. Pool heaters use ALOT of gas. HTH

My heater will not ingnite and stay lit for me then 2 seconds, if i hold my hand over the fan it will ignite then the flame will go out immediately and the service light turns on

This could be gas flow problem, you need to check your gas meter to be sure it is the right size for the heater. Older heaters would work with lower pressure than nessary. (often causing sooting on the heater) The new ones needs all the gas they need or they wont run. If not this than it could be a pressure sensor on the vent pipe or the vacume pressure sensor.
By putting your hand over the vent you can effect all these things.
If this is a new heater I would start with gas pipe and meter sizeing. If it is the meter the gas company will upgrade for free. If it is a small size on the pipe you will need to upgrade.
I hope this was helpful, good luck.

My old Aquastar tankless natural gas water heater used 1/2" gas line. My new Bosch 2700ES -NG says it requires no less than 3/4" inside diameter gas line. Do I have to replace all the gas supply lines...

None !!
3/4 pipe from gas meter or regulator. At low pressure there may not be enough gas flow through a smaller pipe for the boiler when on full bore.
The boiler input pipe will be 1/2" needing a reduction from 3/4 so there is some leeway.
I have about 8' of 1/2 pipe on mine [Bosch Worcester] from the reg. and it is ok.
You could use the existing 1/2 and try. No harm done if insufficient-just replace. If you have some other gas takeoff on the same line a 3/4 pipe up to that take off is most likely.

Have an old gas valve in floor of house. Have new.how to replace

You will need to find the shutoff valve at your gas meter. With a big wrench turn it 1/4 turn this will cutoff the gas to you house completely. Now you can remove the old valve and install the new one safely. There may be a bit of residual gas pressure in the piping of the house. But make sure that it stops before removing the valve completely. Use a good pipe dope on the threads on the pipe before installing the new valve. Turn on the gas at the meter again and spray the threads at the gas valve with soapy water to check for leaks. If the soapy water makes bubles you have a leak. Turn off the gas again and tighten the valve down more or reinsatll the valve with fresh pipe dope.

Low flame

the best way is to get a gas fitter to check the millibars coming through the pipe. it should be 20 miliibars at the meter or more and not less than 19millibars at the cooker. if its less it needs bigger pipe. simple test to do. if its wrong at the meter the gas supplier must turn it up.
