Hi.

To start ensure that there is no problem with the defrost system. This is the most common cause for poor cooling, and will affect the fridge section more than the freezer section. A way of testing the defrost system is by leaving the unit disconnected from power for 24 hours, allowing full defrost.

If the unit is cooling regularly after defrost, that means that defrost system is malfunctioning or that damper fan was blocked by ice.

If the problem is the defrost system, then the fridge section will restart malfunctioning within few days or weeks.

If immediately after full defrost the fridge is still not cooling , then the problem can be a faulty damper fan, a faulty electronic temperature control, or a wiring problem. A problem with compressor on a three years old fridge is quite unlikely.
If defrost system was not causing the problem, then the fridge will still display the same problem after complete defrost.

If problem is defrost system, then parts to be tested are:

Defrost thermostat - If it is faulty it will read no continuity when using a multimeter to read impedance. Test must be done at room temperature. The thermostat can also be tested by jumping its contact.
Evaporator - See here for test and repair
heating element - It must have continuity.
Fan - the motor is tested jumping contacts and energizing it directly.

Here parts and diagrams for your appliance:PSC25MSWASS.

See here how to locate parts and diagrams from more sellers: Where do I find parts and diagrams?

Here also an old solution I wrote for a Kenmore side by side. Things are slightly different on your GE, but the article explains how to test element, fan and thermostat:side by side is not cooling , and...

To contact an authorized technician or to check warranty status call the manufacturer at the number listed on the owner manual.

Calling GE you can also find out if parts are still under warranty. Parts warranty last longer than repair warranty.

Refrigerator is too cold (28 degrees)

this is likely one of the thermistors on the fresh food side has failed. They are usually located under a small cover inside the fridge. They should have a reading of 15.5k-16.5k ohms at 72 degrees. They are easy to check and replace. Here is a link that should help. Profile refrigerator section not cooling

We are not sure what precipitated the temperature swing up; however, within about an hour of emptying quite a lot of foodstuffs from top and bottom sections of the unit, I felt the cold air start to flow out of the rear vent. Within two hours, the upper section had dropped to about 50 degrees and by the next morning to 36. The freezer seemed to recoved on its own too, having risen to almost 8 degrees and then recovering to 0. Just patience and a smaller food payload?
