Hi. Download the latest BIOS from www.support.dell.com and follow the instructions carefully. If the system still doesn't charge the battery, it's either you have a dead battery or the motherboard needs replacement.

goto the dell website , and locate drivers for your laptop .. i have looked but only vista and xp are available , however
u could use the XP drivers ..

0148 error is IDE ERROR: status (x) (s)
This
could be a problem with the BIOS, restart the PC and hit F2 as it
starts up, this will take you into the bios, reset the bios to default
setting, press F10, save and exit the bios, the PC will restart so
perform another check and see if the same error code return.

If the laptop works when plugged in, the power supply is OK. The battery controller is probably the problem, which would mean replacing the battery.

1)Reason:
a.The battery has no voltage.
b.There is problem with charger,
as it has no output electric current.
c.Low charging efficiency due to
external cause.
2)Solutions:
a.Test whether the charger has voltage and
output electric current or not.
b.Check if the charger is well contacted with
battery.
c.Activate the battery with voltage and current 1.5 time higher then
the highest ones of battery. (Use this method only when the battery can't be
charged.)

have you tried to perfrom power drain? you can do this by turning the computer off and you need to take out the battery then unplug the power adapater. Press and hold the power button for 30 secs. Put the battery back in and plug in the power adapter then power up the computer.
