Question about Apple iPod touch
This is how you can recover your device:
Warning: Restoring will delete all data on your device but this is the only way for you to recover it.
If you don't get it at first, try holding the buttons for lesser time or see the other procedures on my tip (link below):

I have experienced this also with my ipod but what I did was just I hold the home button, and I just turned on and off my ipod while the data cable is connected to it and it restore and just keep hold the home button while it is restoring.
it works on my ipod.

a 6ya expert can help you resolve that issue over the phone in a minute or two.
best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.
