Too hot wather/ thermostat problem

My water heather overheats the water. I know is a common problem but I tried all the normal troubleshooting and didn't work. I even got a new water heather today and it does the same...even on low temperature. After I hooked it up, in 20 minutes you couldn't hold your hand under the water. It happened the same with the old WH and after it worked like that for half a day the thermostat cracked. I think is something external...I have a separate electric line for that heather, on a 30amp brake. The same line that worked fine for a year. However, the line is not one straight wire, there is a junction. Does anyone know what could cause the malfunction of the thermostat? When I turn the electric break on I got all readings okay...240 between 1 and 3, 2 and 4, and at one of the element (this is a brand new 40GA water heather that I just bought this morning). If I take the wires from the WH and hook my dryer it works just fine. Any advice would be helpful ...On my old WH it burned 2 thermostats, neither of times the electric break turned off.

Is this thermostat wiring correct for this Rheem water heater? also it only has one thermostat...shouldnt there be 2?

Heather, first know that most water heaters are 220 volts and are dangerous to work on unless you know that the power is off. Second it is hard to say any more without knowing the model number and the make. Third from the picture, a thermostat breaks the current in one side of the circuit and that appears to be depicted. There are usually TWO heating elements not thermostats.

What would be the cause/s if the water heater was to overheat?

THERMOSTAT, inside or underneath the temperature control.
If the heater does overheat, the temperature/ pressure valve on the side of the heater will leak or spew water. This is so that the water heater does not explode. It is far more common for the valve itself to go bad.than the thermostat. The temperature/ pressure valve is a common replacement part. The thermostat is not available as a replacement part on most tanks.

Heater element only gets 120volts. Should be 240v, correct? Water does not heat up.

Testing voltage on heater can be tricky since elements can test 120Volt to ground all all times.
This is because thermostats only turn off 1 Hot leg in the 240Volt circuit, while the other hot leg remains live. Each hot leg in 240Volt circuit is 120Volt.

Whirlpool hot water heater puts out overly hot water

1) Make sure factory-supplied insulation and cover are reinstalled over thermostats, or cooler room temperature causes thermostat to under-approximate tank temperature, and this causes overly hot water.

2) Replace both thermostats.
Sticking thermostat can seem to act normally when tested, but when left alone it sticks, causing runaway overheating.

No hot water

Is hot water present when opening the drain valve. Use a bucket to catch the water. Adjust thermostat from high to kow then prefered detting. Make sure hot water out line does not have a closed valve. If gas, ck pilot. If electric, elements may be damage if heater was powered up before or while initial filling.
