I need a model and serial from the pump itself, toro does not manufacture hydraulic pumps, so it should be a Parker or a Hydro-Gear more than likely. Post a follow-up with the model and serial from the pump and I will try to help if I see the post ever again.
If it runs and runs and never gets to the proper pressure..and there are no leaks, your piston/ring/rod assembly needs to be replaced. Check for leaks by spraying soapy water around tubes and connectors and pump head. Look for bubbles. Worn rings are very common on these and replacements are reasonable. Google Campbell Hausfeld for parts.
next time send the model and serial number,usually this is a blocked pump,you have to **** out all the water wiith a shop vac,then remove the bottom panel,then remove the middle part of the pump,it turns counter clockwise,turn it a little until the water starts to leak out,vac it up until it stops then pull out the center part and clean it.if it still doesn't pump after this take it apart again,if nothing is in the pump or the impellar,stick your finger in and make sure nothing like a sck or anything is in the impeelar in the pump,if it's clear then you have a bad pump and it needs to be replaced.
