Brushes will not turn and water does not come out when trigger is pulled.

That means that you need to replace the belts (pump belt and brush belt). Here is the belt you need and a manual you can view:

Water comes out the accessory hose but not the floor cleaner

I had the same problem and the heater ports were clogged. I took apart the top unit and cleaned the ports with miniature bottle brushes used to clean spray painting equipment (purchased at Harbor Freight for $4). Reassembled and the unit worked fine.

Water and cleaner dispenses from handheld attachment only

He could be right but most of the time when it doesn't dispense water and cleaner it means that the pump belt is worn and needs to be replaced. I would try that first (only $4.99) before I spent $100. Here is the pump bet you need, it comes with instructions:

All lines are clear and the darn thing still won't

The reason it won't dispense solution is because the pump belt is worn or stretched. You need to replace it. Here is a link to the belts you need and a manual you can view:

The water doesn't come out. I've taken it apart

The reason the water is not dispersing is because the pump belt is probably stretched or worn. You can get belts and view the manual here:

Pump

Check the bottom of the tank and make sure that the seal is on the valve and not sitting in the hole where the tanks sits. At the back, is the top and bottom tight together, or is there a gap, should be no gap. Is the mix valve **** turning easily or is it hanging up? Sometimes the flow indicator cap leaks air and needs to be replaced. To get to the pump, you have to take off the top cover. Look and see if any lines are pinched, if not, then replace the pump, also check the pump belt.
