If this is the product that you are talking about ..it is written clear that no additional software and drivers are needed..This means that it is a plug and play device ..or it has the drivers for it already built in the windows operation systems..so ...
My advice is to insert the usb and power it up..after that ..go to control panel .and start the add new hardware wizard ..and let it install the device automatically ..To check if it is installed proper...go to the device manager ..(right click on my computer and properties..hardware .......or ..from the start ..or control panel .what ever suit s you ..The idea is to get to the device manager ..and see the new hard ware ..if it appears in yellow ..this means that it is not installed proper.. and you have to right click on it ..and than update driver ...first time let it search automatically ...even on the net ...if it do not gets anything ...than make the operation again ..but choose to not search auto ...and than to choose from a list ...It will display the drivers available in the system for the dvd roms..and you will have to choose one from the manufacturer..or try a few ones from that list to see if it suits it ..
I will wait for you to explain better what kinda computer you have ..why the choice for external drive...and what exactly you tried already ..(I guess it is a small notebook or a tablet pc ...but still will have to work the same if it has a windows 7 based OS ..Probably it just didnt start the found new hardware wizard automatically ..and cause it has no driver assigned its unusable for the moment ..

First make sure usb cable connected to dvd rom is working fine.
try it in different usb ports.
Press windows key +R key so you can see run then type in run "devmgmt.msc" then press ok so you can see device manager uninstall all usb drivers then it automatic install usb drivers.
Also you need to change registry for that type in run "regedit" then press ok then you can see registry editor then locate below key.
And remove upper filter and lower filter.Then restart computer then check.
If your dvd-rom still not recognized then you need to repair your harddrive.Try your dvd-rom in different computer if it is not recognized on another computer then your dvd-rom has internal issue.
