The first thing that we will have to check is if it is a hardware problem or not so to check this we need to do a self test on the monitor.Disconenct all the external devices even the cable for the internet so the cables that should be connected would be the cable for the monitor,power,keyboard and the mouse.Disconenct the cable for the monitor that is the VGA cable that has a blue connector whic has screw's on it .Once that is disconnected turn the computer on ,you should be getting a message on the monitor that has a message no input signal or check video cable .There has to be some kind of message that tells you that the cable is disconencted .If it has a message then it means the monitor is good or else if no message then it tells us that the monitor has gone bad and it needs to be replaced.
If the monitor has the message then turn the computer off and then when u turn it on tapp the F10 key for XP and F11 for vista ,tapp the key until you get a black screen that says advance boot menu options then select the option that says enable vga mode and then hit the enter key .When you get the log on screen select administrator and then it will take you to the desktop .Please tell me what happens so that i can help u further .The trobleshooting steps vary depending what is the response by the computer so i am waiting for your reply...
