Are you able to receive calls, are you able to send text messages and receive text messages?, if yes.
If you are able to do all this, just not able to make outgoing calls, It is likely that your outgoing calls as been barred from your phone.
Go to settings on your phone, press and scroll to phone, press again, you will see call barring, press on it, it will open another page voice call barring, press again on the voice call barring, it will open another window, press on outgoing calls, it will ask you if you want to activate or cancel, scroll to cancel to deactivate it in other to allow you make outgoing calls.
After you have cancel it, you can now make calls, your calls should go.

Are you trying to load air time or recharge your phone with air time of recent and made mistake while trying to load it? if a mistake is made twice or thrice while trying to load airtime, it is possible they barr you from making calls. If you are, it is likely that you are barred from your network provider, all you need to do is to contact your network service provider and inform that you are not able to make outgoing calls.
They will help to deactivate from their network because i guess the problem is not from your phone anymore.
Call your network service provider, it is likely the fault is from their end.

when i go to Settings > Phone Settings, I don't see a Call Barring option?
Call barring option is there in Application Settings. When I try to activate it, it is asking me for a password, which I have never set before?
Sorry, deactivated call barring as you instructed with the default Airtel password. Still not able to make outgoing calls. Still says "Service not allowed". Strange. Able to send SMSes though.
Thanks for your help. What I did is go to Application settings > call settings >call > all calls > show my number> it was in Hide option, so I changed it to By network option.
