To short of flush

Take the top off the tank and look at the water height. Adjust the float valve to raise the water to the line on the back of the tank. There is usually a little screw.

If the tank is already high, try holding the flush lever down. Newer tanks are dual flush, which a short flush with a quick press and release (for having a wee), and a long flush holding the handle down for ... well you get the picture :>)

Toilet handle sticks

It sounds like the nylon nut which holds the handle in place is too tight. Try loosening that nylon nut just a little to see if the handle moves easier. Sometimes if they are over-tightened, the handle will be stiff and hard to operate.

How do I adjust the flapper to flush without having to hold the handle down until it flushes?

Shorten the chain slightly until the flapper is straight up when you push the handle. Be careful to not shorten it too much, otherwise the chain may break.

adjust the flappers-- either adjust the length of the lift line-from flapper to handle and or the flapper itself not properly mounted on tank seat

Have to hold down toil handle for 4 secs to flush

Assuming we are talking about a standard flush toilet, it sounds like the internal flush actuator lever is hitting the top of the toilet on the inside. Remove the lid, hold the exterior handle. and carefully bend the lever down a little. Also make sure the lever hasn't slipped or is loose. Put the lid back on try again. Repeat until the toilet flushes with the lid on.
