Camcorder malfunction (by 2 users)

My camcorder which is a DCR-TRV 145E digital will not function apart from the open/close mechanism. It has an arrow pointing up sign flashing fast with the code C31 23 in the viewfinder which from the book indicates moisture. The book suggests leaving open with tape out for a while, but after three weeks it is still the same. Suggestions please.

Thank you but unfortunately I click on your link www.wvstephensblogspot.com but it tells me ..server not found ...any suggestions.
I have taken the camcorder to a Sony agent who wants £248. to repair it stating that the problem is 1 A78926597 Mech. block assembly £115.65.
1 Flexy assembly £25
Plus labour £64.65
Plus £45 non refundable estimate charge.
I have decided it is not financially viable to get it repaired . So much for buying the so called best.

I am having the same problem. an arrow with the code C:31:23. We have no clue what to do? Help!
