It depends which emission you are failing on but I suspect that it is either CO or NOx. If it is NOx, then it is quite possible that you have a problem with your EGR valve or the ignition timing is incorrect. If you failed CO, you may have a dirty air filter or indeed, a bad carb, but I would need to know the actual gas and readings to be certain.
You could try turning the power off to the modem and then turn off the power to the router and wait a minute. Turn on the power to the modem and wait tell it all boots up and then turn on the power to the router and let it all boot up. then it will all be in sync again. If they still won't connect you might not be putting the right pass code in if you have security on the router.
Not all routers will pass all types of VPN successfully. My last D-Link router would pass a PPTP VPN with no problem, but completely choked on any attempt to pass an IPSEC VPN.
Since you never specified what model router you have, it's difficult to diagnose your problem beyond that observation.
Try a different brand or model of router and see if you get better results. Sad to say, I have found that the low-end routers work fine with completely vanilla networks, but they are very prone to annoying surprises like this when you try anything beyond what the average home user would try.
you prob have somthing stuck in the float neadle or seat or the float needle is wore out some times you get lucky and tap on the carb and it could pass it open the drain screw on bowl somtimes small enough to pass
If it's the same as the VATS system in my 86 Corvette (resistor pellet in key) the ignition switch might need to be replaced. The contacts on the key wore low, replacing the key helped for a short time but the new contacts wore the switch down faster then it too needed to be replaced. $200!
your inside pad wore out first do to a bad caliper or frozen slide or brake hose.remove brake hose off the caliper and see if you can turn the wheel.if you can replace hose and bleed caliper.if wheel still doesn't move buy a loaded caliper, this will come also with new slides!and then bleed
