If you forget your password you can reset it.
Simultaneously press the VOL+ on the remote and
the CH+ button on the front of the TV. The display
will appear for you to enter your new password.

Here I report the original post from techman:

"Most RCA and GE TV sets use a four digit code to control the v-chip.
The code reset procedure is different depending on the model. Try each
method until you find one that works:

    Hold
down MENU on the remote and VOLUME DOWN on the TV it?s self at the same
time for at least 4 seconds. The set won't say so, but the lock will be
    unlocked

Hold down the 0 on the remote and the VOLUME DOWN
buttons on the TV its self at the same time for at least 4 seconds. The
set won't say so, but the lock will be unlocked

Hold down the MENU button on the front of the TV and the TV button on the remote at the same time for at least 4 seconds.
Hold down GO BACK on the remote and MENU on the front of the TV at the same time for at least 4 seconds.

Hold down EJECT on the front of the TV and the MENU button on the remote at the same time for at least 4 seconds.

    Depending
on the model, one of the methods should unlock the V-chip. Now, if
desired, you can change the settings on the V-chip by going to the MENU
and going to PARENTAL CONTROLS, or on some sets, going to MENU and then
going to TV SETUP, then to V-CHIP SET."

-one thing for sure, ask the first owner if they remember the code to unlock the problem.

-why not try to call the service to reset it via the EPROM. this action will reset the system to its original state.

Hi, I have a problem with my rca television model number RCAS01BA. My dauther has somehow put the child lock on without using the remote control as we had lost that a couple of months ago. (God bless...

You don't need the remote to unlock the TV. Any RCA universal remote will change channels etc if you want a remote.
Now from the manual: simultaneously hold down the menu/OK button and the Volume down button for 3 seconds. This resets the pasword and unlocks the TV. You can then enter the menus as usualI believe to control/clear parental settings etc.

Menu disable

You will need a RCA Clone PRO CBX203 PROGRAM DIAGNOSTIC Remote to Decommercialize the unit or to reset the parental controls that is keeping you from accessing the Menu function. Most dealers have this remote and will fix your TV for a small charge. (Actually some might just do it for free)
