The screen lock is available on the iPod Touch, as well as
recent models of the iPod and iPod Nano, giving you a 4-digit password to set
the screen. This is to prevent others from using your iPod, but it is not a
safety device impregnable. If you forget the password, you can quickly and
easily unlock the iPod by connecting it to the computer you normally use to
sync your iPod with iTunes. You can then open the iPod and reset the lock to a
more memorable password.

1. Connect the iPod Touch to your computer via the USB
cable.

2. Wait for iTunes to access and synchronize with your
computer.

3. Take your iPod Touch from your computer, clicking on the
"Eject" to the input side of the iPod under "Devices" in
iTunes.

4. Disconnect the iPod Touch from the USB cable. IPod touch
will turn on and will be available.

5. Tap the menu "General" on the iPod Touch. Tap
"Passcode Lock and tap either" Turn off access "or" Change.
"When you click" Change Password ", you can create a new
password.
ur touch panel is faulty u have to go to service centre , there are 3 things coupled together Lcd screen then touch panel and then front housing for protection of both , u might dropped it , if ur screen is working partially i mean if it responds to taps at some region of screen then it may be a dust inside the housing u have to clean it from inside if u can , otherwise if it completely not responding then it is faulty touch panel , it will cost u around 50 , 60 $
my mobile was in locked condition, and now my touch is not working..not even a single tap is working on mobile screen. i did soft as well as hard reset but every time the unlock screen appears after boot process. i can only press the unlock button on screen from the left button on mobile and cant press Unlock again because it is on the screen. I believe in this situation, only two options can be used, One is to attach a Keyboard, or to access the mobile screen through any software on PC.
I used to have this sort of issue with a Palm pilot. It is most likely that a piece of grit or dirt from your pocket has embedded itself between the touch screen and the housing.
This can be fixed by pulling appart your phone however that will void any warranty that you have. If it is still under warranty, return it to the place of purchase and get them to fix it.
