It could be different things, the tread may not be locked in the top tension, you may have treads all wrapped up around the bottom bobbin. Take out the bobbin and look, re-thread the entire machine.

How do iget the material feeder to come up, it won't feed material on its own

Are you lowering the presser foot? The lever is an up/down feature on the very back of the machine behind the needle.

Are the feed dogs (the little teeth under the fabric) set on "darning?" If so, the machine will not move the fabric under the needle. There is a knob or setting somewhere on your machine for this function.

You should get a user's manual, if one is available, search for:

Make + Model + the word "Manual"

or contact manufacturer support

or at least spend some time watching sewing machine videos on YouTube.

My stitch regulator will not work. I have had it looked at 2x but still will not change from 2.5 higher or lower.

What Viking is it ? Have you cleaned between the feeders? If all is clean, try this test. Remove needle. Turn hand wheel so that feeders are up. Put fabric in machine. Lower presser foot. Make sure presser foot pressure is set at normal. Try pulling the fabric towards the front of the machine. It should be hard to pull. If it is easy to pull you need new feeders. They are worn down.

What are the numbers on the color coded needles

Needles made for different fabrics - are soft needle have a low number (ex.silk fabrics) and a hard needle has a high number(ex.canvas)

Make a test so you don't ruin the fabric or break the needles

Fabric not advancing

run you finger over the feed dogs under the foot - can us feel them above the surround? if not, you have placed your machine into free style sewing, and the feed dog does not advance the fabric in this mode. Look in your manual and see where the feed dog gets lowered/raised - raising it again should solve your problem.

Will it sew without the footfeed?

The feeder is what makes your fabric move towards the needle as you stitch. Without the feeder you will have to manually move the fabric forward - carefully - in order to sew. I recommend taking your machine in to have it repaired.
