Simple. You can't.
In some countries government agencies can do so but it's only reserved for national security matters and even then it's normally useless as the people they're after usually usually change phones and SIM cards too frequently.

Ifyour mobile phone is lost or stolen you can inform your service providerwith yours IMEI number who can then put the serial number on a shareddatabase. This list stops this particular phone from registering on anynetwork and will be useless for anyone even if the mobiles SIM card is changed!
