It will flash for 2 reasons. The phone is in Do Not Disturb, The phone is forwarded and the lazy installer didn't change the button indication to solid.
What happens when you press the FWD/DND button on an idle phone? In most systems, it's supposed to toggle between FWD DND and OFF after you press it more than once. If that doesn't work, try pressing FWD STORE 0 STORE. That should turn off FWD/DND and unset it.
However, here's the problem. Your phone may have CF-condition set to send busy and unanswered calls to voice mail. We do that so the individual extension can set his own transfer to VM time. Those commands start with *710x and the VM extension which is 500 by default. For example dialing *7104 500 on the intercom will set CF-NA to the voicemail port on a TDA/TDE system equipped with a Panasonic Voice mail system. When that happens, the FWD/DND light goes either red or blinks red and the forward condition is set.
You can review the operations in the OM for your system under Call Forward and Do Not Disturb.
If you have not found an answer to this as yet just pick up intercom and enter 7100 at the phone. This will clear any DND. Now enter intercom 7105165. This will give a long tone and the DND/FWD lamp will flash showing Call forwarding active for VM.
Typically this is controlled by the status of the FWD/DND button and indicated by the button light.
button light off: Forward and Do Not Disturb off
button light blinking red: Forward on
button light solid on: Do Not Disturb on

If the method outlined above does not work the status and activation of this feature can be accessed through the staion programminng. To use station programming press <program> then scroll through the features using the LCD screen navigation keys or enter the specific program number. To program FWD/DND the program number is 50.
Typically DND is turned on and off by pressing the FWD/DND button. There are three status conditions for this button indicated by the button light.
button light off: both features off(Forwarding and Do Not Disturb)
button light blinking red: Forwarding on
button light solid red: Do Not Disturb on

Station features can also be accessed through station programming using the LCD screen by pressing the button then either scrolling through the features using the LCD screen navigation keys or entering the specific program number as in 50 for FWD/DND programming.
Hi I have posted a video for you which shows how to forward calls, you need to find out what the Voice Mail number is, so that you can set the forward to this number. there are various options for forwarding, 'All Calls' and 'Busy , No answer' are the best options, if the one uploaded is wrong chech out 'abbeytel' on Youtube where you will find the right one. I loosely followed Solution #2's answer. If you pick up the phone, the display screen will show options above each of the 4 'arrow' buttons. The one to the far right, for me anyway, showed something looking like this: >>>
I hit it and it showed a number of options, one being "DND". Hitting that deactivated (or activated) DND on the phone I was currently on. That solved the problem for me.
