OK above are your Owner/user manual. next down is a Service and training manual, this is what is used to teach technicians and engineers, how to troubleshoot and repair, below is another bigger screen one, they all use the same Chassis.
I don't think you are doing anything wrong at all, I think, you should use your manual, and set it all up according to that, and go from there, i have given you all the tools you should need. Ok, I have seen similar faults in my shop from time to time, Now, things to check, first, and seeing as you have sound from the DVD input, so that proves, the amplifier, and speaker. So that leaves you with the Tuner, section, if you are sure you are on the correct channel, you haven't got "Mute" activated. Also you have set the correct Format, of, NTSC, ATC, PAL, whatever your set uses. Well, if you are sure that all that is OK, then most likely you have a Tuner fault. You will another have to get it attended to by a professional, recommended, or do it yourself.. Hmmm.. Use the service manuals to try and isolate the board, and if it is the Tuner, i guess it is quite a simple job, to swap out the boards, as long as this is indeed the problem, it may even be that the Tuner is OK, but the power Supply has failed on that "Rail" or something, Anyway, it is nearly always my professional opinion that one should always get a "Quote" from the manufacturers recommended service center, Panasonic in your case, you should contact a local or head office of Panasonic, and ask for a referral to an authorised servicing center. I cannot stress how important that last point is. It is even worth the cost of shipping. You see an authorised service agent, will have trained staff, trained on their brand, also they have first hand access to parts, original parts. This will actually save you money and ensure you can actually get it back fixed. Of course asking for a "Quote" also gives on the option of repair or replace. Often my clients,do not go through with repair, unless it is moderate, but in some of the more costly jobs they see it, as do i, that a replacement, with a warranty, is a better option. As an aside here, one could then tear the TV down, and sell the Known Good bits. You'd be surprised who needs parts, i myself often must by from third party sources to effect a repair. So money could be recouped, somewhat,and help out someone else

I would like to clarify some things before I present my solutions to you.
a ) " i have sound on the DVD and radio ", is it on the same TV or other?
( Like you are referring to an Audio-Video Receiver )
b ) I would like also to know the connection you are using to receive
the TV programs , including the Model of the Set Top Box.
Connection , meaning is it via RF cable or via HDMI or Component
Although , there are audio out on your TV , you can connect it to the
vacant Audio in of your Audio -Video Receiver should you wish to have
audio on it.
Hope to have an answer on you , as I wait for your response.
