Using the reset jumpers didn't fix it. Removing the battery didn't fix it. Ideas?

Well this is a real problem, it depends on just how bad it is, we call this "Bricking" when we muck up or have a bad "Flash" we say we have "Bricked" our PC, now there is indeed a reason for that "Saying" and that is, that that's what it is now, an expensive brick, as this is all it can be used for, once a PC, has had it's BIOS made inoperable, for whatever reason, it is unrecoverable, unless you have a backup BIOS already onboard, or were able to physically remove the CMOS ROM IC, and replace it with a correctly flashed BIOS ROM. There is no way back, as the BIOS is what tells the PC how and what to use, timing data all sorts of crucial things that if incorrect will simply not work, ever.I am sorry to tell you this but, it is best you know.
The ONLY shot you have, is to try an Flash the BIOS again, but I don't hold out much hope...below is a recovery link, for ACER, and below that is another link that may help, the last link, is how to unbrick, a motherboard BIOS.

If bios upgrade process was not completed then it is very danger for motherboard.
Again try to upgrade your bios to newest version then check.
Pull cmos cell from motherboard for 10 minutes so all settings reset.
Reattach the Ram memory processor and it's fan.
Make sure motherboard is not ground with cabinet.
Then check. If after upgrading bios same issue then you need to repair your motherboard chip at nearest computer center.
Let me know if you need further assistance.
Thanks for using FixYa.

Err1err3

There are several issues that can cause this err1err3 issue. It could be a bad hard disc (or a bad wire between the drive and the motherboard), an incorrect BIOS setting for the SATA hard drive or a problem with the master boot record (MBR). Make sure that there is no disc in the CD drive and disconnect any external storage devices (flash drive). Your computer may be trying to boot from a non-bootable disc.

To check the BIOS setting, turn off the computer and turn it back on. Press F10 continuously to access the BIOS on an HP computer. Some HP computers use F2 or F6. There should be a splash screen that tells you which to use. (If you see the error again, try this step again. It's easy to not have the key press noticed between the POST and the attempt to boot the computer.) Once in the BIOS, go to the Advanced Settings tab (one to the right) and go down to the SATA1 controller option. (Try AHCI.) Then press F10 to save and exit. (Note this isn't part of the BIOS on all HP machines - it does work for some.) See if there is a Diagnostics tab in the BIOS and try running the hard drive test.

Get an hard drive testing utility (ISO) and burn it to CD on another computer. You can set the first boot location when you go into the BIOS as above. With the bootable CD in the drive, restart the computer. (Some machines let you set the one-time boot location by pressing F12 on start up; as with entering the BIOS, it's easy to miss the timing. Just repeat the attempt.)

If the disc tests as good, you can try to repair the MBR. Use a repair tool or an OS install disc for your version of Vista (Home Premium). Boot from the CD as above. With the install disc, follow the on- screen directions and select the Repair option. You will need to enter the Command line mode. You'll need to enter Bootrec with the correct option. For more information, see the following document: http://support.microsoft.com/kb/927392 .

If you possibly can, remove the drive from your current computer before trying the repair. Use a USB/IDE/SATA adapter and another computer, see if the data on the disc can be copied to make a back up. This will work if the disc is still good. (It will also indicate if the cable was the problem if the disc failed the diagnostic tests.)

I hope this helps.

I have a Toshiba Tecra M7 that won't boot and up until this morning nothing worked. This is what I've done so far this morning WHEN it does decide to boot. 1. Power up computer from off with ESC...

Your hard drive may have gone south. Remove it and check with diagnostic software. Bad sectors in critical areas of operating system data will do this.

Whenever I turn on my laptop the screen is blank with a white dash mark flashing in the top left corner of the screen. What do I do?

That is the signal that the BIOS no longer finds an operating system installed on the hdd. All you are left to do is to reinstall it. Use the recovery disk that came with it.

Windows wont start up when computer is turned on, at the bottom of the screen, it just says press f for set up or tab for bios memo, then the screen will be blank with just a cursor blinking

If you are interested in solving the problem more easily and quickly. I think you can try this computer boot up suite, a boot CD and several other data rescue tools that help get your PC going even if Windows won't start or computer won't boot up at all.

During the boot process you will see on the screen to press a certain key to enter setup
Press and hold that key during the boot up process to enter BIOS you can load failsafe defaults or load optimized defaults ,press escape then press f10 to save to cmos to restart
or
During the boot process tap the f8 button three times this will boot into safe mode where the only things working will be your mouse and keyboard enabling you to attempt to repair your computer

now for the password

If you are talking about problem with your password

You need to prepare:
1:A blank CD/DVD or USB flash drive
2.A computer which can link to internet
3.A program called Windows Password Recovery 6.0
or
Get started with this 3 simple steps:
Website: http://lost-password.net/products/windowspasswordrecoery.html
Step 1 - Download windows password recovery utility and install it.
Step 2 -Burn your Windows Password Reset CD:
To burn your CD, you'll need a blank CD-R and the .ISO file of Windows Password Reset.
Step 3 - Put in your newly created CD and remove your Windows password.
