try this please : switch the carpet/bare floor dial back & forth 5 times, ending on carpet. Tilt the handle back as if to vacuum upright & lay the vacuum on its side so it is resting on the side opposite the carpet/bare floor dial. Turn the vacuum on.
or try this also if the above suggestion didn't work :
Maybe the belt is broke. You will have to replace the belt before the roller can spin. You must have run over something in the carpeting like string or whatever to have it break. Happens all the time. Get several replacement belts to keep as spares while you're at it as nothing is worse then having to vacuum and no spare belts.

If you can hear the motor running it probably needs a new drive belt and if the motor isn't running there is an electrical fault that must be checked by a suitably experienced person.
Some of the older power scrubbers/polishers I have seen didn't have a belt but used a simple but substantial gear drive system that gave no trouble in my experience.
Remove the brush cover. Check belt for cuts or stressed areas.
Is the belt taut or stretched to the point of being loose. If you see
any of this replace with the correct size. Pull brush bar out of the
side slots and remove belt from motor pulley. Place new belt on
pulley and onto grooved area on the bar....stretch forward and
push back down into side slots. Remember....groove in brush bar
must line up with pulley. This is also a good time to remove hair
and other stuff from the brushes and bar.

Hoover steamvacs don't use belts. If the brushes are not turning, pull the brush block out, turn the machine on and see if the square hole where the brush block was, is turning. If not then the turbine is bad. Sometimes you can take the turbine apart and clean it out. most times I have found , replace it.
Have you checked the lint screen? Your brushes are air driven if it's a Hoover Spin Scrub.
There is a clear cover on the left side, when facinf from front. Remove this cover, about 3x5 inches and tapered, and clean the screen. Some units have a red or white screen that you can pull out from the bottom of the unit, left side just behind the brush block. Clean the screen then reinstall. Check that recovery tank is properly positioned- lack of seal means less suction which translates to brush block not turning.
If the brushes quit spinning, either the brush block shaft that goes into the turbine broke off, or the turbine is bad. This unit is tricky to take apart and then put back together again. But pull the brush asm off, then start taking out screws. But if after you pull off the brush block, look up where you will see a small square hole, turn unit on and if not turning, usually the turbine is the cause and will have to be replaced.
