Depends on the model and make. Typically, there are steps to reset it completely. Please try the following steps and see if they work.

1. When the phone is powered off, press and hold the Volume Up and the Volume Down keys both at the same time, then press and hold the Power key until a test screen that shows some available options appears, usually takes about 15-20 seconds. When that screen pops up you can let go of the keys.
Press the Volume Down key to navigate down through the options until it highlights FACTORY RESET then press the Power key to select it.
2. Power the phone off all the way, press and hold the Volume Down key and press than release the Power key, still holding the volume down key for about 10-15 seconds. When you see some additional options pop up on the screen you can let go of the keys.

Let's try something, please follow these steps and see if they will help reset the phone. (have you tried removing the battery first to see if it will restore the screen)?

  1. Turn the phone off.

  2. Press and hold the following keys at the same time: Volume Down Key volumedn_key.png + Power/Lock Key powerlock_key.png on the back of the phone.

  3. Release the Power/Lock Key powerlock_key.png only when the LG logo is displayed, then immediately press and hold the Power/Lock Key powerlock_key.png again.

  4. Release all keys when the Factory hard reset screen is displayed.

  5. Press the Power/Lock Key powerlock_key.png to continue or either of the Volume Keys volume_keys.png to cancel.

  1. Turn the power off
  2. Press and hold the following keys at the same time: Volume Down Key + Home Key + Power/Lock Key .
  3. Release all of the keys when you see the screen message "Permanently Erase User Data & Reset Settings? Press Power key to confirm and any other key to cancel." The first message will be displayed in 10 to 12 seconds.
  4. Press the Power/Lock Key to confirm (or press any other key to cancel). When you press the Power/Lock Key to confirm, a pop- up appears asking "Are you sure you want to continue with erase?".
  5. Press the Power/Lock Key and your phone will be restored to the factory settings. To cancel, press any other key.
Leave your phone for at least a minute while the hard reset is carried out. Your phone will reboot automatically.

You would have to perform a factory reset to get back into the device. This removes all data on the tablet so if you can find the password that would be best.
To perform factory reset please follow those steps:
1. Power the device off.
2. Press and hold the Volume Up key and the Power key simultaneously to power on the device.
3. Release the Volume Up key and the Power key when the Samsung logo displays on the screen.
4. Use the Volume keys to select Recovery Console then press the Power key.
5. From the Recovery Console screen, use the Volume keys to select Wipe Data/Factory Reset then press the Power key.
6. Use the Volume keys to select Yes then press the Power key.
7. Once the Wipe Data / Factory Reset has completed, use the Volume keys to select Reboot System Now then press the Power key.
8. After a Wipe Data / Factory Reset has been performed, the device will need to go back through the activation and setup process

M950 turns on but wont go to home screen


You will need to factory data reset your phone if you are "hanging on startup" (stuck at logo) here is how:

WITH THE PHONE POWERED OFF --

Press and hold the volume up key.
Then press and hold the power key.

When the Samsung system starts release power key

When the Android system recovery appears, release the volume key.

Scroll to:

Wipe data factory reset using the volume down key.

Use the power key to select Wipe data factory reset.

When the options present scroll to "Yes."

Use the power key to select "Yes."

Use the volume down key to scroll to Reboot system now.

Use the power key to select Reboot system now.

Phone should now restart.
