If you are talking about a gas water heater. Most codes require it to be up at least 18" off the floor. Check with your local gas company for codes. Hope this helps.

Does the water heater produce radiant heat to the exterior of the unit

1) No.
NO.
Do NOT store combustibles close to a water heater, fireplace, or any source of ignition, including HVAC, space heater, microwave, appliance, etc.
http://waterheatertimer.org/Troubleshoot-Rheem-Tankless-water-heater.html#bang

2) Tankless water heaters do not have FVIR safety features found in tank-type gas water heaters rated less than 60,000 BTU.

3) Tankless water heaters draw large amounts of air into combustion chamber from surrounding room, and this air feeds directly into the burner flame with no barrier.

4) If flammable vapors enter tankless, then it can cause fire, explosion, conflagration.

5) Read product manual and safe a life.

I turn on the piolet for the water and it stays on then when i put the dial to turn it on it goes off in 5 seconds. What is the problem?

Probably the FVIR is tripped.
Air intake is clogged. Vent is obstructed. Gas control valve is bad.
Add a comment and say which Brand water heater, and which model number heater you have, for more possible help.

Water heat will not stay lite. will light but goes out when you turn the knob from pilot to on

Water heater brand, model number, type, location and approximate age are not known.
It is possible that water heater has tripped the FVIR system.
Water heaters manufactured last several years will shut down if exposed to flammable vapors, or high heat inside combustion chamber caused by inadequate air supply or clogged air intake, or bad venting.
Solutions range from replacing water heater, to cleaning air intake, to replacing-resetting TCO, replacing TRD glass vial, replacing gas control valve, installing louvers so more air gets to water heater, removing water heater from dusty environment, etc.
Other cause can be bad gas control valve, and possibly bad TCO, or tripped ECO requiring reset or replacement of gas control depending on specific brand and model number.
Review you product manual, look for identifying information on label on side of water heater.

Your power vent water heater with electronic gas control went under water.
http://waterheatertimer.org/Flooded-water-heater.html

I suspect the gas control valve is bad, and possibly the ECO and FVIR sensors shorted.
Repairs might require replacing gas control, eco, fvir, igniter, and then clean burner and combustion parts.
Open following link to identify typical gas valves: and possibly read service manual for troubleshooting that model.

What is the little round white piece that the black and white wires from the gas control connect to ?

I believe that is the FVIR system.
See image:
http://waterheatertimer.org/images/Whirlpool-Resettable-FVIR-5.jpg
I'm not sure if Rheem water heaters have customer-resettable FVIR, but industry changes fast.
Bradford White and Whirlpool have customer-resettable.
Without resettable FVIR, a flammable vapor incident requires service call by technician.

Flammable vapor ignition retardation was mandated on gas water heaters because of insurance property and casualty losses.
In event that flammable vapors enter gas water heater (result of cleaning, painting, or working with fuel or on cars, etc), the sensor stops ignition of vapor.
Without FVIR, pilot flame or burner will ignite vapors and burn down house and occupants.

Older Rheen water heater manuals show illustration with man being engulfed in flames.
Today, that is largely prevented.

Model # BFG1F4040S3N0V RESET BUTTON WON'T STAY LIT

You have a 6 year tank-type low-nox gas water heater
http://www.whirlpoolwaterheaters.com/products/ByCategory.aspx?id=1
Google search 'low nox' for more details about low nox type water heaters that burn fuel so less NO2 irritant is vented into atmosphere.

Owner's manual:
http://www.whirlpoolwaterheaters.com/downloads/6510397.pdf

1) You said 'reset button.' Only mention of 'reset' in manual is about FVIR flammable vapor ignition system where water heater shuts off when exposed to vapors that might catch fire or explode:
This model appears to have Whirlpool's new resettable FVIR so read instructions in manual for resetting FVIR. If FVIR will not reset using instructions, then call whirlpool at 1-877-817-6750

2) You said 'won't stay lit.' Manual has troubleshooting flowchart starting on page 24.
There are 13 items listed for pilot won't stay lit, with possible remedy for each.
There are 9 things for burner will not light, with remedies.
Call whirlpool at 1-877-817-6750

3) Save manual posted above. I install water heaters and tell everyone to read and save manual to empower them to help themselves.

4) Call a plumber for service.

5) Add a comment for more free help
Also take advantage of fixya phone service.
For a price, expert speaks with you over phone while you work on water heater or any do-it-yourself project.
Fixya is always less expensive than a service call.

Government safety!!! here is how it works, water heater wont stay lit idiot washing parts with gas near water heater wont blow up. its like gun laws protect everyone from idiots !!!!!!!!!!!!!!!!!!!!!!!!!!

I see you posed a complaint about government regulation of gas water heaters under Reliance electric water heater.

You should have been here at fixya for the guy yelling about his water heater not working after he painted the basement floor.
That dang government-mandated FVIR tripped and it saved a flashover.
It saved his life, and he didn't appreciate it, because he doesn't know how to read.
He thinks his world experience is all that needs to be known.
He never rose to management and never had to make long term decisions that affect other folks, and so he doesn't care about others.

Now if you didn't do your reading before-n-after buying a gas water heater, you won't know you're supposed to take apart and clean your combustion area and burner each year to prevent problems.
If you weren't aware of air intake located on bottom of water heater, then you might not know to set your water heater on bricks so you can easily clean the screen.
If you didn't read information and ask question from qualified folks before buying your water heater, you wouldn't know that Bradford White has a customer-resettable FVIR, while most other companies require you to buy parts and/or call a plumber.
If you don't read product information at Lowes, you might not be aware that new Whirlpool water heaters come with customer-resettable FVIRs.

If you don't read, then you don't know what FVIR stands for.

So let me tell you what FVIR stands for: When I was 27 in the tile business in Chicago, 1977, my brother and two helpers were laying VA tile in a basement using old black mastic. My brother stepped out. The whole basement blew up. It killed those boys dead. My brother missed it by a minute.
They were my friends.
You probably didn't read the paper that day to discover that black mastic was petroleum-based and was ignited by the water heater. Few years later the government banned use of that mastic because people were getting burned and killed all the time. Laying black mastic was like sitting in gasoline.

Those boy's families never forgot that lesson.
Maybe it's time for you to start reading and assume responsibility instead of repeating what you heard on TV.

I have a 75 gal. powervent model #42vp75fw. the vapor sensor shut it down and i do not know how to reset it. please help. thank you

I answer questions for free.
My job is to provide resources that help you for free.

1) That being said, my research into FVIRs says you need a plumber when the FVIR trips.
2) The use-and-care manual for your model also says call a technician.
3) Buying replacement parts through a plumber is true for all water heaters except the Bradford White which has a resettable FVIR. BW is the only company with a re-settable FVIR, however the water heater market changes daily.

4) If the FVIR shorted and shut down the water heater, it probably saved a fire and maybe saved a life.

The following site says to call Rheem, who will tell you to call a local plumber.
