Question about Nikon D80 Digital Camera with 18-135mm Lens
For the best under $1000, that would be the D90.
The 18-105VR will work on the D70s.

As the previous poster stated - the lens will work on the D90. The slightly older D80 is nearly identical to the D90 in features, but lacks video capability. The D80 can also use your D70S lens. So, if you have no desire for video capability; you could save a fairly large amount of cash and put it towards another lens or other accessory instead of spending it on a feature that you didn't need and really is better suited for a camera designed for video in the first place.
