Hi, i was opening my laptop a few days ago, to see what the problem was with my flickering screen. I look every component apart, and then i put back every component in its correct place. However, when i shut the laptop screws, and i inserted the power adaptor and i pressed the power button, the laptop didn't start up. There were no LED lights or nothing

Hi RD, Ouch! Have you tried taking the battery out to see if it will
run on AC power when the battery is not installed? Sometimes a bad
battery can kill the system.
Do you have a meter that you can measure the output of the AC adapter
with to see if it is correct? If not, any chance you could swap
adapters with someone for a while to see if theirs works on your
computer and vice versa? A local shop may also be able to test your
adapter to see if it's working.

remove the battery and adapter. press power button for 30 sec. then connect the adapter. press power button. if this didnt work. you need to ask for an help of a local tech to check for the video card and cable.
Did you say the the video output flickers on and off when you connect an external monitor to the video output.
If the inverter is faulty this would not affect the video output and the external monitor would not flicker but if the external monitor flickers it would point to a video card problem.
If you are talking about the Boot, HDD, Bios password, then the only one way to recover it is to implement a chip on the systemboard to shorcut the protection or to contact Lenovo for a systemboard replacement.

The IBM beep code error 1 long 2 short beeps means there is a video card fault. Reseat your RAM because the video card uses some of the RAM. If it doesn't work then the video chip on the motherboard is faulty, the only way to fix is to replace the motherboard - this may not be a cost effective solution.
Connecting an external monitor to the laptop won't work because the video card also sends data to the video port.
IBM Thinkpad error code 19990301 is a Hard-Disk sector problem. Basically your hard-drive is faulty and you need to replace it.
This is why it wont boot; because the area of the hard-drive that stores data is damaged.
