If you are refering the valve lash clearance or gap the exhaust gap is .010" - .012" and the intake is .008" - .012 ".

Could be timing, but you didn't mention any repairs that could have gotten the timing off. You might check the gap of the points and the timing. The worst thing it could be is a valve problem. If the intake valve is leaking or not closing all the way it could cause backfiring through the carb. What did you mean when you said "fighting a compression stroke"?

Hard hitting on compression stroke when starting

Most Briggs deco vaves are internal and pretty reliable, the valve clearances are very important, if the exhaust valve clerance is too wide the valve lifter will not work, if there is no adjustment yoy would have to fit a new service valve and re do the clerance by removing material from the valve stem

It could well be in the valves. The valves are adjustable on this engine and affect the operation of the built-in compression release. The release greatly aids in easier startup. Adjusting these overhead valves is part of the maintenance required for these engines. They don't have hydraulic valve lifters, so adjustment is required. Go to this page, scroll down to the bottom of it and find 'Adjusting Overhead Valves." There will be instructions and you can click on actual photos of the procedure to follow. I will also give you a Briggs engine chart (you supply the model no.) so you can determine what the valve lash will be for your paticular engine. Here they are, with the chart first, the directions on how to adjust your valves afterwards.
Find your engine in the OHV lists.

18.5 HP OHV LT INTEK BERNING UP STARTER IT DOES NOT HAVE ENOUGH BALLS TO TURN IT OVER

If you have a good battery then the problem likely is the valve adjustment. I know it sounds crazy but if the valve lift is not set right it has too much compression. These engines have a compression release for when it is cranking to make the cranking easier. When the engine starts it goes off and runs normal. If you get that adjusted it will run like new. it is pretty cheap to have the shop do it too.

Try pulling out the choke a little, if it stops backfiring the mixture is too lean, check the intake
pipes at the cyl head and also the plastic runners to the carb for leaks.
