I thought the problem may have been caused by an application i recently downloaded, Freevideo converter YouTube to Ipod that i have since removed.
Dell Hong Kong unwilling to help because warranty expired and without $$$ up front. Laptop is just 22 months old, now only runs on "safe mode". My search through internet reveals that this is one major problem with the inspiron 9400 that I am beginning to hate. Please help.
This solution is totally incorrect. He is having the problem that many of us face with the GeForce Go 7900 GS and the Inspiron 9400. There is a known issue with eventual overheating and the video card going bad. This is specific to the single-pipeline chip, in which their is a new dual-pipeline style that fixes the cooling/overheating issue that eventually fries the video chip. Dell has not 100% took ownership of this. I am on my fourth fried video card (thank god for the 3-year warranty I got) in which they have previously replaced with the single-pipeline style. This time they are finally replacing the laptop with either a new Inspiron 9400 (better be dual-pipeline chip) or a NEW equivalent laptop.

This error is common to the 9400 and m1710 and is a GPU/video error due to thermal stress on the chip the expansion and lead free solder is the cause. No fix even a replacement will fail in time used cards are likely to fail even dell only offers 90 days warranty. The problem is a bios error in that the fans kick in too late. Dell are fully aware of this error yet the bios in the m1710 is 4 years old.

Actually this type of error messages raised by OS when any program try to read some data from absurt memory addresses. This makes conflict to OS and OS gives this type of error.
You can fix this problem in many ways. Here are some, choose one which is applicable to you or which one you can do easily:
1). Boot your PC in Command prompt Only and type SCANREG and press enter at command prompt. e.i.
Follow the on screen instructions. When it displays a list of dates when your window was loaded successfully, select the date before the date when you have installed that erroneous software.
It will restore all the settings as it was on that day.
2). If you had made any restore point in windows, then you can make windows recovery. To do this Boot in safe mode goto Start->Programms ->Accessories -> System -> System Restore
and follow the on screen instructions.
3). Factory restore from CD/HDD. Your system might be shiped with recovery CD/DVD use this to restore at factory setting. BUT USING THIS OPTION YOU WILL LOST EVERY THINGS WHICH YOU HAVE INSTALLED OR COPIED AFTER FIRST BOOT. SO PLEASE TAKE ALL BACKUP BEFORE ATTEMPTING THIS OPTION.
If any problem occurs just Ask me.
