Your machine has 2 belts one goes clutch to brush roller second is motor to clutch.
You need to remove the clutch unit from the machine & replace the motor to clutch belt.
Its A lot to try and explain try this site for help.

I had the same problem but I found that I had replaced belt incorrectly. After placing one end of belt around pully, it has to be run behind the "belt disengager" which looks like a 1/2" wide metal tab just past pulley. After placing belt correctly I had no more belt, burning smell or brush problems.

Sometimes hair and debris get in the end of the rollers and keep them from turning. Also, the bearings can become corroded and stick. Try removing the rollers and check for any debris and remove it. If the bearings are stuck, you can spray some lubricant or WD40 or them and try to free them up. On occasion the belt can come off of the motor. You can turn the unit over and see if the belt is moving over the roller. Good luck and let us know how you made out.

DC07s have two belts - one connects the output of the motor to the clutch, the other connects the clutch to the brush bar.
I suspect the belt you are to refering to is the one from the clutch to the brush bar. Unfortuenately the other belt is hidden under a plastic cover, so you cant see if it is okay or not without some dismantling. This cover is not easy to remove and requires a Torx driver to under the securing screws.
If, after removing the cover, the other belt is okay, then you have a faulty clutch. New clutches are available on eBay reasonably cheaply, but again good tools and DIY skills are required.
Have a look at www.dysonmedic.com which has some excellent info on dismantling and repairing your machine, but unless you have access to such tools, and feel confident to tackle it, it's probably time to call Dyson or a Vacuum repairer.
