Even if the blue tooth is enabled the drivers should also be loaded.
go to www.hp.com and in the drivers find you system and download the driver for it ,also if the driver is not loaded you might see a yellow color bang in the device manager,
so first find the driver ,then install it confirm from the device manager and then check if it work still if it does not work or does not appear it could be the blue tooth is bad ,
then you can simply buy a blue tooth dongle which with probably cost not more than 10$ and it works equally good .
