Why is my led screen blurry in low light before I take a picture?

It sounds like your camera settings have the( AF Assist Beam) on Off? That is the Amber Color light you see when you half press the shutter button. If that setting is set to OFF, then the camera can not focus in low light giving you blurry pictures as it can not see any light to assist the camera on focusing. If you turn on the (AF Assist Beam) to on, they when you press the shutter button half ways down you will see a Reddish/ Amber light, that light helps the camera find a focus point, giving you a slightly better low light photo.

My EFS17-85mm lens AF cannot focus steadily keeps on moving

I don't know your level of expertise...
Here goes. Your AF sensors in the camera need a certain amount of light to confirm focus. F/4-5.6 is a little dark, but under normal daylight its ok. Under darker conditions, it just can't get enough light to confirm focus, and it just keeps "hunting" for the correct focus. Using a teleconverter makes it even worse. The red focus assist beam sent out by that external flash unit only helps focus within about 20 feet.

Solution? Find a place with more available light, or buy one of the lenses with f/2.8 rating.

In low light situations, connect a speedlite flash to your body (e.g. 430EXII or 580EXII). These flashes emit a AF assist beam to assist focussing in low light situations.
