I need to know a little bit more about this before I can give you a definite answer. I need to know what type of mouse either wired, wireless, or usb wired. As well as what you mean by the 2nd restart it does? Does that mean you have to restart your system in order for your pc to recognize your mouse?

Is it a usb connection or ps2? if its usb then you would be better buying a ps2 connector block for around £2, ive had problems trying to format a machine once that wouldnt pick up the usb keyboard until it booted to the desktop.

How do I use mouse instead of touchscreen on Samsung laptop

Do you have a mouse connected by cable or a USB dongle? If so, then your computer's Plug and Plug (PnP) capability to detect, install and activate peripheral device drivers will have recognize the mouse and made it accessible to you. If the mouse in not usable, look in Start, Computer, System Properties, Device Manager, Mice (etc.). If you have a Yellow Triangle, click on the mouse then the Driver Tab to Update the driver. This should solve you problem. You may have to Restart to gain access. If that doesn't work. Unplug the mouse connection, Restart the computer, then plug the mouse connection in again. Watch to see if PnP detects the connection and installs it.

Close the system down, remove your old mouse and fit the new one and restart your computer. It should detect the new mouse and work, or it should say new hardware detected.

Keyboard doesn't work. mouse is ok battery new

You say the mouse works OK. You also said the battery is new--I take it you are talking about the keyboard battery.
1. Is the keyboard battery installed correctly?
2. Have you pushed the "connect" button on the USB antenna?
3. Have you pushed the "connect" button on the bottom of the keyboard?

If you have done these 3 things, you should be up and running. If not, you might go into the device manager and delete any keyboard there and try restarting the computer to see if the keyboard is detected.

Detected before, but not after. Help me please,

Go to device manager and uninstall everything under the USB heading and restart your computer. This should reinstall all the drivers and hopefully reinstall your mouse. You may need to rerun the driver you downloaded for the mouse afterwards.

My next suggestion your be to try the mouse on another computer to make sure it is not defective.
