SOURCE: I HAVE THE KODAK EASYSHARE C330. ON EMPTY CARDS I GET "FULL"

If this is a higher capacity card then the new card may be exceeding the cameras max capability.

The only solution is to check the Canon website to see if there is a firmware update for this camera which allows it to work with a larger capacity card.

I can suggest that you first check that the card is not locked with the clip on the left side. Try using a card reader to format the memory card. There are two issues that this could be. The camera or the memory card and I can suggest that you work on a process of elimination by trying it with a different memory card. If it is the card, then take it back to the store of purchase and have them exchange it.

Inserted 4G memory card...says memory card is full...when I try to format the card, get filesys error e00100.....

The C330 uses MMC and SD cards. Your 4GB card is actually an SDHC card. While SDHC cards will fit into SD slots, they are electronically incompatible and won't work. You need to go with cards 2GB and smaller.
