You will need to configure your router setting according to your ISP.
second, Contact your ISP if again and keep in mind that firmware uptodate. if problem is still remain use Linksys Home Support http://support.linksys.com/en-apac/support/linksys?icid=global-header-support-link and if use some other resources that will handle your router http://www.techsupportrouter.com/support-for-linksys-router.html

I have a d-link 615 router. The world light is red. I have tried resetting the router many times but still the red light. What to do next?

The router is now acting as a switch and not a router
The Internet line from the modem should go to the Wan-Internet connector of the router. If it doesn't then the router will not show an internet connection just Local connections

If that works as you have it setup, then I would suspect the "modem" you have is also a router.
Go to http://support.dlink.com and get the correct setup information for your router, click the "products" links for the manuals and updates etc. http://support.dlink.com/products/

I have problem setting up my wireless network and redirecting my wireless client to my local webpages before they can access to internet.   see this diagram below :...

you need to replace your modem with a router that is capable of running Network Address Translation. You are trying to route private IP's (192,168.x.x) over the public IP (internet) network.
