This is the usual reaction of a timer when the line and load are swapped in making the connections . Review your connections and make sure that the power is connected to the line wires . usually black ,, and the light, is connected to the load side wires .. usually red.

Fan stops then operation light flashes rapidly and timer light comes on flashing slowly. Turn off with remote and the lights continue to flash.

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices. http://electronicshelponline.blogspot.com/
Blinking codes details to many popular brand TVs are given. Surf the site with patience.
If blinks continue without any pause, the main board is faulty.

I just installed a Woods Digital In-wall Timer Model #59018. When I switch the power and manually turn the power on, the lights rapidly flash on and off. This is a three-way outlet and I have red, black...

3-way outlet or 3-way switch?
Woods 59018 only replaces single-pole switch, and does not work for 3-way application. Often connecting timer wrong will cause lights to blink. No harm done to lights, timer or wiring.
There are several timers that work with 3-way. In each case the timer replaces 1 switch and other 3-way switch must be rewired.

Why is Utilitech wall timer making lights flash?

You have connected white and red wires together.
White wire must be connected to neutral or to ground to operate timer mechanism, display and switching.
Copy following links to see correct wiring for Utilitec timers.

I have installed the Utilitech timer switch # 0141224 with all of the wires connected as they are explained in the installation packet. The timer works and turns on the lights, however it only turns on 4...

Utilitec is single-pole timer.
Wiring sounds correct. Lights will blink if timer white white is connected with timer red wire. Lights will not turn ON if timer red and timer black are reversed. Green to ground is not necessary for timer operation.
Check light bulbs are operational.

Bundle of white wires are neutral wires.
Timer white wire requires neutral connection to complete circuit to timer electronics.

If bulbs are good, it is likely that loose white wire is problem, since each of the outdoor lights also needs neutral wire to complete circuit.
Having 6 white wires connected together, plus stranded wire from timer, takes a large wire nut, and that many wires can have a wire fall loose without notice. You can solder wires together, or break the group apart under different wire nuts with a jumper wire between.

After installing timer, lights flash on and off.

When lights blink, timer is wired wrong.
Error: The white wire is connected with red-or-blue wire instead of connected to neutral.

Timer has 4 wires: green for ground, black for hot, white for neutral, and red-or-blue wire for Load.

A) Open following link to identify timer and download instructions.
http://waterheatertimer.org/Program-wire-Utilitec-0141224.html

B) This timer is for single pole only and will not work for 3-way switching.
Timer does not have astronomical function.

C) If lights are blinking, timer is wired incorrectly.
Heres what to do
1) Timer-green-wire connects to bare ground wire.
2) Switch has 2 wires. Take switch wires and connect them to timer-black-wire and timer-red-wire. Choose either one for now.
3) In back of electric box are white wires twisted together and covered with wire nut. Connect timer-white to these wires.
4) If electric box does not have white wires described above, then connect timer-white to bare ground, along with timer-green wire.
5) Turn on electricity, and push ON-OFF button. If lights come on, timer is wired correctly. If lights do not come on, then reverse timer-red and timer-black wires.

D) If you have trouble with programming, add a comment and say specifically where you are having problem for return comment.
I have programmed and tested this timer. Information above is accurate and tested.

It sounds like wiring is wrong.

If you have GE Tork Intermatic UPM Woods Brinks Hagar Pass-n-Seymour Stanley Westek in-wall timer, with red, black, white and green wires, then you probably put red and white wires together.

I have a 59028 timer, and when I turn the lights on they flash - versus staying on.

59028 is a Woods in-wall timer.
See Woods timers and manuals:
http://waterheatertimer.org/Woods-timers-and-manuals.html

Manual for 59208 timer:
http://waterheatertimer.org/pdf/Woods-59018-59028.pdf

The lights are blinking so the red and white wires are connected together.

Here's what to do Switch has 2 wires.
1) Green wire connects to bare copper
2) Take switch wires and connect them to timer-black-wire and timer-red-wire. Choose either one for now.
3) In back of electric box are white wires twisted together and covered with wire nut. Connect timer-white to these wires.
4) If electric box does not have white wires described above, then connect timer-white to bare ground.
5) Turn on electricity, and push ON-OFF button. If lights come on, timer is wired correctly. If lights do not come on, then reverse timer-red and timer-black wires.
