Question about Dell SE198WFP LCD Monitor
First of all check the connections (both sides) for loosy or dirty pins. In case this doesn't help you have to open the back cover of the screen and try to locate the faulty capacitor (sometimes it's a little bigger or blown). As this case needs technical knowledge I don't know if you are able to go in the screen's case.
