Look for a disassembly video on youtube maybe...usually removing CPUs from laptops is an involved job. Usually need to remove battery, optical drive, hard drive, RAM, wireless network card, sound button strip, keyboard and some casing to get to motherboard. Then there will be a heatsink and fan on the CPU, usually involving about 5 screws, usually numbered which you remove in highest to lowest order, and then there will usually be a screw lock on the CPU that you turn to release the CPU. To refit you need to screw back in from lowest number to highest after applying new thermal paste carefully.
Try re inserting the cables connected to your CPU, if it doesn't work, you need to open the CPU case and re-insert the IO cards inside, it might also needs cleaning inside but a technician might be needed to do the cleaning correctly, due to sensitive parts inside.

if the sound is very low & distorted, then that is a hardware sound issue. Sound card can be replaced by calling your pc provider. CPU issues can occur if you experience slow pc performance. If there are error messages coming from windows, that is a software issue.
Depending on beep pattern it is trying to tell you that you have faulty memory or a graphics card problem.(normally)
If you have been inside your case / moved pc directly before this. Then suggest you gently reseat graphics card.
If you have added memory remove it, reseat original mem.
There are 2 fans at least on the inside. One is for the CPU and the other is for the power supply. They are supposed to run continuously to keep the heat from building up inside the case. (Heat is what is worst for your CPU.) It sounds like the noise itself is what is disturbing you. Unfortunately, there isn't much that can be done for the sound level created by the fans. My wife subscribes to the theory of turning up the music a little louder to drown out the noise of my graphics card fan. The only cure would be to invest in a lower noise fan- you'll see decibel ratings on some of them. You can get a can of compressed air and take off the CPU fan to clean off any accumulated dust on the fins.
