Check the cables for your adapter, if they are frayed or damaged then replace the adaptor. If the connectors are dirty clean them with a piece of dry cotton or clean cloth. Make sure they are firmly connected. If a new adaptor still won't boot the computer then visit your dealer as the motherboard connection may be the problem.
The battery has an automatic cut off when charging if the battery becomes too hot or cold. (Whether the computer is on or off). Take the battery out and check the connectors are clean. Also check that the system temperatures are not getting too hot. Speed Fan (http://majorgeeks.com/SpeedFan_d337.html) can help you monitor those. You may need to clean the system fans. Check again if you can charge the battery while the computer is running.
