Might be the wifi network is locked, as far as wi-fi is concerned, it has to work automatically. if any doubts, first check what is the default access point for accessing internet is!

well if you mean web browsing from 3g when you're out and about ,
check the network settings , which is accessible from general setting button,
then search for relevant network options.
if there is no settings pre stored then you will need to contact you phone provider to get them to send you network setup settings via a text message
, IF when you're at home or a family members house, and you all have wi fi , then you need to add you info from your wi fi router to your phone such as wifi SSI name and Wi Fi password ,
BTW wifi browsing does not come off your data plan allowance, where as 3g browsing does
