First of all, if you are downloading something and security does not allow it, you would definitely see a pop up from security software, Allow it. However, if you do not get any kind of pop up, disable your security for some time.
Right-click on the security icon(like Norton, McAfee) at the bottom right hand side corner in the task bar.
Click Disable Firewall. Also again right click and disable antivirus. Now, try to download and check if you are able to do that or not.
You can also reset your internet explorer.
To use the Reset Internet Explorer Settings, follow these steps: Exit all programs, including Internet Explorer (if it is running). If you use Windows XP, click Start, and launch internet explorer. Click Tools. Click Internet Options. Click the Advanced tab. Under Reset Internet Explorer settings, click Reset. Then click Reset again. When Internet Explorer finishes resetting the settings, click Close in the Reset Internet Explorer Settings dialog box. Start Internet Explorer again.
You can also try to use internet explorer with add on.
Click Start, Click Run(Window XP) and type iexplore -extoff (Window Vista and Window 7-type in the Start Search box which appears at the bottom left hand side corner, once you click Start), hit Enter, (hit Continue if required),
Now, try to download it. I hope this should work, please install a new browser like Mozilla Firefox or Google chrome.
If you are still not able to download, it means your computer might be infected. You can scan your computer with anti-malware software.
